How can you get the view toolbar to come up each time you open MS project

Thank you for your question

Simply put, if you shut down project with the view bar visible, then it should still be visible when you reopen it. The fact that it doesn't suggests that the application is corrupt in some way.

I suggest that you first try installing any missing service packs and if that doesn't work have the application reinstalled.
