Well access is a full database product. You can store data in tables and create queries on the tables to return data sets. You can also use the access functionality to create forms for user entry and reports. Excel uses tabs and worksheets to hold data in single tabs and sheets and not in a database format. Some of the functionality overlapps in places though.
