Having been shown the use of workgroups on 2003 by running wgsetup.exe from the CD ROM to collaborate projects with Outlook, my IT Support people state that this feature will be unavailable should we move to 2007. Do you know if this is correct, or is it just Microsoft hiding things?

Your support team is correct. The workgroup tool appears not to be available in 2007. Shame!
