How do I change the work time from a 40 hrs week down to 35 hrs per week across all my projects?

Thank you for your question. Starting from a new blank project go to Tools > Options > calendar
set the modify the default start and finish times, along with the hours per day, days per week and month so that you get a 35 hour week.
Click on set as default and close the dialog box. Close the current temporary project without saving it. Now create a new blank project. The settings in options will apply. If you create a 1 day task project will use the hours per day setting and slot it into a calendar using the default start and finish times you set.
