One way to speed up setting the backward compatible palette would be to record a macro that is saved in your personal workbook. This macro would capture the following steps:

Open the workbook that you will be using as a source for the colors
Navigate through to File > Excel Options > Colors > Copy Colors from
Select the source spreadsheet from the list and OK to complete the dialogue boxes
Then stop recording the macro

Then when you want to attach the sheet to to the palette you can run the macro rather than step through the process manually.

Alternatively you might want to try attaching the colours manually then saving your workbook as a template. Base a new document on this template in order to have the colours automatically applied.

In either case I recommend you test out first using a backup copy of your data in case the results are not as you wished.
