Hi Seema,
To create a background image you'll need to have some software such as Paint Shop Pro or Photoshop. There are thousands of free image applications too. I'd recommend subtle backgrounds or watermarks so that people can still read the text and not be distracted. Indeed, sometimes background images can look terrible!
As far as applying the image, just use CSS 'background' parameter or traditional HTML parameters.
To apply to a table cell for example, use <td background="your-image.jpg">cell data here</td>
To apply to the whole page, edit the body tag like this: <body background="your-image.jpg"> (or use Page Properties in Dreamweaver and browse to the file)
Don't forget you'll need to also upload the image to your web server so the HTML source parameter can find the image file.
